Governance With RCS

                     I intend this Blog to be called Governance With and that it be continually updated. Governance will be about civics, citizenship, politics, government, and organization. 

                To govern is to steer. More specifically, to steer politically. A mayor of a city may take orders, but also do most of the steering. He or a governor may be said to steer a ship of state. They steer the government. Governance is the practice or doing of government. In a republic the citizens are the main force responsible for the ship of state. In a democracy the citizens are the people and responsible for all governance. Where the people are active participants in governance democracy exists. The greater their their participation the greater their democracy. The less their participation the less democracy they have. The quality of their participation depends much on their knowledge and understanding of governance. Practice perfects.
